POSITION SUMMARY
Under general administrative direction, plans, organizes, directs, coordinates, and evaluates the activities and programs of the water treatment plant, including the proper operation, maintenance and cleanliness of plant, grounds, and distribution system; serves as the Plant Operator. 

This position is FSLA non-exempt.

This position is full-time.

This position reports to the Mayor. 

ESSENTIAL FUNCTIONS

·         Plans, organizers, directs, coordinates and evaluates all activities and programs of the department. 
·         Oversees operation, maintenance and cleanliness of water treatment plant, grounds, and distribution system, ensuring compliance with established procedures and standards and federal, state and local laws administrative and ordinances, assists with, new developments that require line extensions.
·         Maintains truck loading station.
·         Ensures collection and testing of samples, and that accurate records are prepared and maintained; ensures samples are forwarded as required.
·         Assists inspectors of plant and distribution system.
·         Perform duties of Plant Operator and ensure the adequate inventory of materials, supplies, spare parts, and chemicals are maintained, inspects plant and equipment for needed repairs and maintenance; ensures that needed repairs and/or maintenance requirements are completed.
·         Checks daily logs complete, records and ensures required reports on a timely basis.
·         Supervises, disciplines, and evaluates all employees assigned to plant; keeps time records for all employees assigned to plant; adjusts work schedules to cover time off for employees to take leave, and attends seminars.
·         Responds to emergency situations at Water Treatment Plant.
·         May represent the Mayor at meetings involving water treatment.
·         Assists other departments as requested.
·         Ensures Water Department employees attend training programs as required to obtain and maintain Class II Plant Operators License and a Class II Distribution License from Kentucky Department of Water or equivalent in years of experience and obtain the next available Class Grade after one year of employment.
·         Other duties as assigned.

POSITION QUALIFICATIONS

Knowledge, Skills and Abilities:

·         Extensive knowledge of the principles, practices, methods and regulations of water treatment plant operations, including distribution system.
·         Extensive knowledge of tools, equipment and vehicles.
·         Use of maintenance equipment (weed eater, mower, chain saw, rake, ax, pick-up truck; normal maintenance tools).

Education and Experience Qualifications:
Graduate from high school or equivalent supplemented by work experience and/or education acceptable by the Kentucky Department of Water.

Must possess and maintain a valid driver's license issued by the Commonwealth of Kentucky.

Must possess and maintain a Class II Plant Operators License and a Class II Distribution License from Kentucky Department of Water or equivalent in years of experience and obtain the next available Class Grade after one year of employment.

 Or any combination of education, training and experience which provides the necessary knowledge, skills and abilities. 

PHYSICAL DEMANDS AND WORKING ENVIRONMENT
 Environment

Work is performed indoors and outdoors, requiring standing, walking, stooping.

Physical, Vision, Hearing
Must be able to lift objects over twenty-five (25) pounds. Must be able to operate vehicles and equipment. Will be exposed to high places and confined spaces. Must be able to climb ladders and climb stairs. Will be exposed to fumes, water treatment chemicals and toxic substances. Must be able to use and operate mechanical tools and equipment (hand tools, power tools, etc.), laboratory equipment, vehicles, and safety equipment. See in normal visual range with or without correction. Hear in normal audio range with or without correction.
