Community Development Planner Job Description:

The Northern Kentucky Area Development District (NKADD) seeks an innovative and motivated professional to fill a full-time Community Development Planner position. This new position will assist the Associate Director - Community Development Planning in providing community development and planning assistance to communities in the NKADD region. The Community Development Planner will provide assistance to local governments within the region to enable economic and community growth, assist in obtaining funding for projects, provide project assistance to ensure compliance with funding agencies and enhance economic resiliency and quality of life.

Duties:
  • Meet with local officials to develop and plan community and economic development, public facilities, housing, public services and related projects.
  • Write and submit funding applications (grant and/or loan) for project development as a result of the establishment of community goals and objectives with local officials.
  • Implement and administer funded projects. Assist in monitoring open projects, provide technical assistance to grant recipients to ensure contracts are met, ensure proper utilization and expenditure of funds, and provide project completion assistance, including progress reports and final close-out reports.
  • Ensure compliance with environmental regulations, labor laws, and other federal/state laws and administrative regulations.
  • Monitor and report the number of completed, submitted, and successful loan and/or grant applications submitted on behalf of local governments and/or other eligible applicants.
  • Provide assistance to local government officials regarding grant application procedures, requirements, and monitoring.
  • Report all funding opportunities and program-specific requirements to local government officials in the Northern Kentucky region.
  • Maintain regular contact with local government officials and administrative agencies.
  • Conduct periodic public meetings required to comply with application requirements, to provide general public education on issues, and/or to explain public policy in complex situations.
  • Attend and present information to Fiscal Courts, City Councils, statewide planning meetings, and other pertinent meetings as requested.
  • Write articles/material for the newsletter and website and give presentations to the Board of Directors on projects and/or funding sources.
  • Function as a liaison with state and federal agencies, legislators, regional planning commissions, local government officials, community organizations and the general public.
  • Attend conferences, workshops, and meetings necessary to remain current with funding trends, related legislation and local issues.
  • Work as a team member with NKADD staff in all NKADD activities for the overall benefit of the NKADD.
  • Perform related work as assigned.

Qualifications:
  • Bachelor’s degree in Economic Development, Planning, Business Administration, Public Administration, or related field (Bachelor’s degree from an accredited institution or years of equivalent professional experience). A Master’s degree is preferred.
  • Experience in community and economic development, along with experience in grant writing and prospect research, is desirable but not required.
  • Must have the ability to communicate well, orally and in writing, prepare written descriptions, computer graphics, maps, and summaries.
  • The ability to develop, organize and implement programs, establish priorities, and meet deadlines.
  • Experience and enthusiasm for intergovernmental involvement and public communication skills, including group process methods and graphic presentations, are needed.
  • Skills with event organizing including coordinating regional events/activities, public relations, and education, and the ability to enlist diverse groups into the planning effort are preferred.
  • Must be able to accept or recognize the viewpoints of others and to work with a variety of persons from public and private agencies.
  • The candidate must have a high level of motivation and self-direction, ability to set goals and prioritize completing tasks.
  • Ability to work independently and to partner effectively with colleagues.
  • Must have the ability to use a variety of Microsoft Office applications including Word, Excel, PowerPoint, Outlook and Adobe Creative Suite. Experience with data analytics software is desired.

Physical Requirement:
  • Work is typically performed indoors at a desk.
  • Be able to lift up to 20 lbs.

Salary:
  • Range: $38,000 to $42,000.
